RE; a 10' Jon boat or rowing flat with some rocker for fresh water fising. No motor and kept inside when not in use.

If not, will a good grade of 1/4" Plywood work if its primerd and painted with Epoxy?
Yes to both. 1/4 marine grade ply is available but not at your regular "home improvement" store. The best grade available at your local is often substituted.
